공공부문 종사자들의 조직몰입에 대한 공공서비스동기와 심리상태의 상호작용효과 연구: 지방이전 대상 중앙행정기관과 공공기관의 비교를 중심으로

이 연구의 목적은 기존의 PSM 관련 논의가 공공부문과 민간부문의 비교를 중심으로 진행되었던 것에서 한 걸음 더 나아가 공공부문의 기관유형별로 구성원들 간의 PSM 수준에 차이가 있는지를 비교하고, PSM과 조직몰입 간 관계에 조직 구성원들의 심리상태가어떠한 상호작용효과를 미치는지를 확인하고자 하는 것이다. 분석 결과, 중앙행정기관과 공공기관 구성원들의 PSM 수준에는 차이가 있었으며, PSM요인 중 공직사명감이 중앙행정기관과 공공기관 구성원 모두의 정서적 몰입에 정(+)의방향으로 영향을 미치는 것으로 나타났다. 또 조직몰입에 대해 중앙행정기관 공무원들이 공공기관 구성원들에 비해 지방이전으로 인한 심리적 영향을 많이 받는 대신 PSM의영향은 덜 받는 것으로 분석되었다. 위계회귀분석 결과, 중앙행정기관과 공공기관 구성원 모두, 지방이전으로 인한 기대심리가 PSM 요인과 상호작용하여 조직몰입을 강화하는 조절효과를 미치고 있음이 밝혀졌다. 무엇보다 학계에서 여전히 논의가 분분한 PSM의 개념적 범주가 기관유형에 따라 달라질 수 있다는 점을 발견한 것은 향후 PSM의 개념을 명확히 정의하는 데 도움이 될 것으로 여겨진다.

Abstract

This study aims to check out differences in PSM between centralgovernment agencies and public institutions and find out the interactioneffects of psychological state and PSM on organization commitment ofemployees in the central government agencies and public institutions. This study found out some differences in PSM between centralgovernment agencies and public institutions. Secondly, ‘publiccommitment’ of PSM could improve ‘affective organization commitment’in both of central government agencies and public institutions. Thirdly,officials of central government agencies are more affected by psychologicalstate of relocation than PSM. On the other hand, the members of publicinstitutions are more affected by PSM than psychological state ofrelocation. Fourthly, the result of hierarchical regression analysis shows theinteraction effects of positive psychological state and PSM on organizationcommitment of employees in both of central government agencies andpublic institutions. Specially, the result of this study will contribute to clarifying the scopeof concept of PSM which has been still controversial.
