최근 공직사회는 적극행정의 확산을 위하여 관련 규정을 정비하고 「적극행정 운영지침」을 발간하였다. 해당 지침은 적극행정의 확산을 위하여 다양한 제도적 혁신 방안을 제안하고 있다. 본 연구는 「적극행정 운영지침」에 제시된 다양한 제도를 탐색적으로 분석하고 개선 시사점을 도출하고자 하였다. 해당 연구목적을 달성하기 위해 본 연구는 전문가 FGI를 중심으로 해당 지침의 문제점을 분석하였으며, 분석 결과를 바탕으로 적극행정의 확산을 위한 제도 및 운영의 합리성 제고를 위한 대안을 제안하였다.
Abstract
Recently, the officialdom reorganized the relevant regulations and published the "Guidelines for the Operation of Proactive Administration" for the diffusion of active administration. The guidance proposes a variety of institutional innovations for the spread of active administration. This study intended to explore the system for promoting active administration, which was presented in the "Guidelines for Operation of Aggressive Administrative Administration," and to derive suggestions for improvement. To achieve the purpose of the study, this study analyzed the problems of the guidelines centering on expert FGI and proposed alternatives to enhance the rationality of the system and system operation for the diffusion of active administration based on the analysis results.
