인사혁신을 위한 과제의 발굴과 대안의 제시도 중요하지만, 이러한 개혁과제를 적극적으로 시행하고 정착시킬 중앙인사기관의 재설계가 더 중요할 수 있다. 그 이유는 중앙인사기관을 통한 체계적이고 종합적인 인사혁신의 성과는 행정 전체의 효율성에 영향을 미치기 때문이다. 본 연구에서는 현재의 중앙인사기관인 ‘인사혁신처’가 ‘인사’부문의 ‘혁신’을 탄생한 기관임에도 불구하고, ‘혁신’을 할 수 있는 기능과 위상을 가지고 있지 못하다는 문제의식을 가지고 개편대안을 모색해 보았다. 현재의 인사혁신처는 범정부적 차원에서의 종합적･체계적이며 일관성 있는 관리가 가능한 적정 대상범위를 가지고 있지 못할 뿐만 아니라, 유용한 관리를 위한 적절한 통제수단도 갖추고 있지 못한 것으로 평가된다. 이러한 문제의 해결을 위해서는 우선 현재 수행하고 있는 기능을 보다 더 잘 수행할 수 있도록 대상범위의 확대, 정책수단의 마련, 연계체제의 구축 등이 선행되어야 할 것이며, 이러한 기능상의 보완이 이루어진 다음에는 조직이나 부패통제 등 다른 기능과의 연계나 통합을 통한 중장기적이고 종합적인 재설계가 모색될 필요성이 있다. 또한 새롭게 출발하는 중앙인사기관은 새로운 시대에 부합하는 인사혁신과제의 발굴과 시행이 필요하며, 그동안의 개혁논의에서 지속적으로 요구되어왔던 중앙-지방 간, 직종 간 인사균형성 회복과 지방공무원의 정치적 중립성 확보를 위한 개선노력이 요청된다. 무엇보다도 이러한 모든 개혁은 범정부적이고 중장기적인 시각에서 일관성 있고 균형적으로 수행될 수 있도록 중앙인사기관의 기능재설계를 통해 뒷받침되어야 할 것이다.
Abstract
Though it is important to suggest good policy tools for public personnel management reform, it may be more important to redesign the functions of central personnel agency that can implement and settle the reform agenda. Central personnel agency have an effect on the efficiency of whole public sphere as well as the performance of public personnel reform agenda through the systematic and comprehensive implementation. Though Ministry of Personnel Management of Korea was established for reforming the public personnel management after Sewol-ship accident, it has not proper functions and status for implementing public personnel management reform agenda. From this standpoint, this study suggests some issues for redesigning korean central personnel agency and some reform agenda for public personnel management. For now, Ministry of Personnel Management of Korea has not proper manageable target sphere as well as controlling tools for useful management. To tackle this limitations, it is needed for Ministry of Personnel Management to have more span of management, effective policy tools and networking power over other ministries. After this kind of functional supplementation, it is needed to explore ways to connect or merge the function of organizational management and corruption controlling.
