한국대통령의 자질연구에 대한 소고: 전망적 자질 연구의 중요성

현재 한국 사회가 직면하고 있는 심각한 정치적 혼란 아래서 ‘대통령의 리더십’(presidential leadership) 뿐만 아니라 대통령으로서 갖추어야 할 바람직한 자질, 즉 ‘대통령의 성격 또는 속성’(presidential character/attribute)에 대한 관심이 높아지고 있다. 다만 대통령 리더십의 핵심적이지만 잠재적인 요소, 소위 ‘X 요인’으로서 자질은 그 이론적･현실적 중요성은 높지만 그에 대한 조작적 정의가 현실적으로 매우 어렵다. 또한 그에 대한 측정 방법에 있어서 그 객관성과 타당성이 낮아서 이론적으로 토론과 논리를 전개하기도 매우 어렵다. 이러한 문제의식을 바탕으로 본 논문은 기존의 ‘문헌연구’를 기초로 ‘규범적인 측면’에서 먼저 성공한 대통령의 자질을 추구하는 한국 대통령의 자질연구가 갖는 그 이론적 중요성과 현실적 적실성, 그리고 제한점을 살펴보고 그 극복방안을 모색하였다. 이를 위해 본 논문은 먼저 성공한 대통령이 한국에 비해 상대적으로 많은 미국 대통령의 자질연구에 대해 문헌고찰을 통해 비교･분석하였다. 이러한 미국과의 비교･분석을 기초로 본 논문은 한국 대통령의 자질연구의 이론적 한계점을 극복하기 위해 도덕성, 정직성 등의 ‘회고적’(retrospective) 자질연구 보다 비전제시능력 등의 ‘전망적’(prospective) 자질연구의 중요성을 강조하였다.
Abstract
This paper examines the study of Korean presidents' characters or personal attributes that shaped their leadership in Korea. We understand the importance of the leadership qualities of each Korean presidents and their significance for the public and the political community. However, it is very difficult to measure personal attributes of each Korean presidents and their significance on leadership qualities empirically. In order to overcome these theoretical and empirical limitations in the study of Korean presidents' personal attributes, this paper first examines the US study of presidential leadership qualities using a comparative literature analysis. Second, this paper emphasizes the significance of prospective presidential attributes such as an ability to propose the vision rather than retrospective presidential attributes such as morality and honesty in the study of Korean presidents' leadership.
