최근 발생한 재난의 대응과정에서 공무원들이 소명감, 책임감, 역량 등이 부족하다는 비판이 제기되었다. 이에 따라 공직가치(public service value)를 강화시키기고 내재화시키기 위한 다양한 실천적 처방들이 논의되고 있다. 하지만 대부분의 처방들은 각 정부기관별로 분절적으로 제시되고 있는 실정이다. 공직가치 강화라는 본래의 목적을 달성하기 위해서는 가치내재화(value internalization)라는 다소 어려운 주제에 대한 체계적인 이해가 필요하다. 이에 본 연구는 가치 내재화에 대한 이론적 논의를 검토하여 효과적인 내재화를 위한 함의를 제시하고자 한다. 인지심리학, 직업심리학, 사회심리학 분야 등에서 소개된 내용들을 바탕으로 가치내재화를 위해 중점적으로 다루어야 할 문제점을 도출한 뒤, 이를 바탕으로 현재의 공직사회에서 공직가치를 내재화하기 위한 논의들을 제시하였다. 인사관리, 조직문화, 공직자에 대한 사회인식 개선 등 다양한 차원의 논의를 모두 포함하는 데에는 한계가 있어, 본 논문에서는 교육훈련분야로 논의의 범위를 좁혀 구체적인 해법을 모색하고자 하였다.
Abstract
In the process of responding to the recent social and natural disasters, public servants’ lack of responsibility and sense of duty was criticized by the public. While many scholars have emphasized the importance of public service value, there has not been a sufficient theoretical and practical implication to how public organizations support their employees to internalize the diverse public service values. For this reason, this study aims to critically review theoretical arguments presented by the scholars in the fields of cognitive, social, occupational, and social psychologies. Based on theoretical discussion, this study discusses practical approaches to the method of the internalization of public service. Specifically, the author underlines the changes of training methods and organizational climates.
