한국 지방공무원의 윤리 의식에 관한 실증 연구:정책윤리를 중심으로

본 연구에서는 자치단체장의 무책임한 정책 추진과 비윤리적 재정운영이 문제되고 있는 현 시점에서, 지방의 정책결정과정에 연루되는 상위직 지방공무원들이 준수해야 할 정책윤리의 성격에 대해 논의하였고, 자치단체장의 부당한 정책추진과 관련하여 이들이 어떤 윤리의식을 가지고 어떻게 반응하는지를 실증적으로 조사하였다. 그리고 이를 통해 상위직 지방공무원들이 실제로 자치단체장의 부당한 정책추진을 견제할 수 있는지의 가능성을 진단하였다. 실증조사는 경기도 6개 기초자치단체(성남시, 고양시, 구리시, 파주시, 용인시, 의정부시) 소속 470명의 공무원을 대상으로 설문조사를 실시하는 방식으로 이루어졌다. 분석결과는 지방공무원들이 규범적으로는 올바른 정책윤리관을 가지고 있으나 여러 현실적 제약으로 인해 실제로 자치단체장의 부당한 정책추진을 견제하기 어려운 것으로 나타났다.

Abstract

These days it is a serious problem in Korean local governments that many mayors tend to produce irrational local policies and manage local finance irresponsibly. Regarding this situation this study discusses the policy ethics that senior civil servants in local governments should abide by and investigates their perceptions of such ethics by conducting a survey of 470 civil servants of 6 cities in Gyeonggi Province. The investigation examines the civil servants’ policy ethics in relation with the situation in which the mayors try to make irrational policies. The findings suggest that despite most civil servants are aware of the normative policy ethics but do not act to uphold their policy ethics when they confront unethical policy decisions by the mayors due to many constraints in reality
