참여를 통한 정부개혁: 통제적 참여방식을 중심으로

초록

-시민요구와 정부의 책임있는 전문적 판단의 조화의 필요성을 인식함에도 불구하고 우리는 시민의 요구에 대한 정부의 반응성을 우선적으로 강조하지 않을 수 없다. 이는 시민의 요구를 도외시한 정책은 그것이 아무리 전문적 판단에 기초한 것이라도 시민의 이익에 부합하기 어려울 뿐만 아니라, 시민의 요구에 대한 정부의 과대반응보다는 과소반응이 문제시되는 것이 일반적인 현실이기 때문이다. 문제는 어떻게 정부를 시민의 이익에 반응하도록 개혁하느냐 하는 것이다. 그러한 개혁수단에 는 시장의 조절기능을 강조하는 입장, 정부 스스로의 개혁노력을 강조하는 입장, 그리고 시민의 주체적 참여를 강조하는 입장 등이 포함된다. 이 중에서 본 논문은 시민참여를 통한 정부개혁의 의의와 가능성에 대하여 주목한다. 이러한 관심은 후술하는 바와 같이 기본적으로 시민참여가 규범적으로나 현실적으로 정부개혁을 위한 의미있는 대안이라는 판단에 기초한다. 구체적으로 본 논문은 정부개혁을 위한 시민참여의 제도화 및 참여개혁의 성공요건에 대하여 논의한다. 그렇게 함에 있어서 특히 그 중요성에도 불구하고 다른 참여방식에 비하여 상대적으로 소홀히 취급되어온 통제적 참여의 제도화에 주목한다.

Abstract

It is widely acknowledged that there are basically three strategies for governmental reform-marketization, new managerialism, and citizen participation. Among these, this study focuses on the significance and possibilities of citizen participation for governmental reform, based on the belief that citizen participation is a more desirable and effective instrument for the reform. In specific. this study discusses various alternatives for citizen participation such as direct democracies, community empowerment, deliberative democracy, cyber democracy, which can be commonly characterized as citizen-controlled participation methods. In addition, it deals with some conditions to augment the effects of participatory alternatives in for governmental reform.
