본 연구는 흡연자를 위한 보건정책의 특징과 변화를 고찰하고 바람직한 방안을 제시하는 데 목적이 있다. 이를 위해 담배산업의 소유구조를 보건정책의 주요한 영향변수로 가정하고, 정부가 담배산업을 통해서 재원의 확충기능과 국민건강을 위한 보건기능을 환경과 더불어 어떻게 조율해 왔는가에 대한 사실적 규명을 하였다. 이를 통하여 우리나라 금연정책의 특징과 방안을 제시하였다. 연구결과 민영화이전에는 보건기능보다는 세원의 확충기능에 중점을 두어 금연정책이 매우 부진한 반면에 민영화 이후 적극적인 금연정책이 강화되면서 금연성과도 높아졌다.
Abstract
The purpose of this article lies in observing the characteristics and changes of health policies and giving desirable measures for reducing the number of the smokers. For this purpose this article assumes that possession structure of the cigarette industry plays an essential factor of the health policy. Under this assumption this article defines how Government has regulated between the functions of expanding the tax revenues and functions of promoting the health of the people.Research results show that Government put emphasis on the expanding the tax revenues before privatization but after privatization the government strengthened no smoking policies and made a successful achievement of reducing the number of the smokers.
