정책품질관리적 시각에서 지방공기업 경영평가제도의 실태분석

정책품질관리제도는 민간부문에서 시작되었으나, 현재는 공공부문에서도 크게 확대되고 있다. 이러한 현상은 지방공기업부문에서도 예외적이지 않으며, 본 연구는 정책품질관리라는 입장에서 지방공기업 경영평가제도를 점검하고자 하였다. 점검결과, 지방공기업 경영평가제도는 정책품질관리의 각 단계에서 개선되어야 할 사항들이 있었으며, 본 연구는 이러한 문제점을 개선할 수 있는 대안을 제시하고자 하였다. 특히, 경영평가제도를 사례로 담고 있다는 점에서 경영평가 결과의 공정성과 객관성 확보뿐 아니라 피평가기관의 수용도를 제고하기 위해 정책홍보의 내용심화와 수단의 다양화을 제안하였다. 또한 정책평가 및 환류단계에서 본 연구는 정부가 제도 개선사항의 도출과 반영 그리고 다양한 인센티브 수단을 강구해야 함을 부각시켰다.
Abstract
The total quality management(TQM) movement was initially designed for the private sectors, and enlarged the public sectors, inclusive of the Local Public Enterprises(LPEs). So, this study applied TQM framework to the Management Evaluation on Local Public Enterprises. The TQM manual made in Korea Government consisted of four perspectives; policy making, public relations, policy implementation and policy evaluation and feed-back. Through this study, three ideas were suggested. First, public relations needed to enhanced for fairness, subjectivity and expropriation of the Management Evaluation in LPEs. Second, Management Evaluation must be related with the negative as well as positive incentives, therefore LPEs could be improve their business conditions and innovations. Third, government must guide LPEs to self innovation with the Management Evaluation
