이 연구는 자체평가에 있어서 목표치 설정에 관하여 하나의 방법론을 제시하고자 한다. 특히 현재 지방자치단체의 자체평가가 목표 대비 실적으로 나아가고 있는 상황이기 때문에, 목표치설정에 대한 객관적인 기준과 방법을 제시하지 않는 한 목표치를 보수적으로 설정할 개연성이 있다. 그래서 “목표치 설정을 하기 위해선 어떠한 기준으로 할 것인가?”, “자체평가의 경우 일선 공무원의 인식에 맞춰야 하기 때문에 이해하기 쉬운 방법으로 목표치를 설정할 수 있는 방안은 무엇인가?”라는 연구질문을 가지고 연구하였다.연구결과, 목표치 설정사례(미국, 영국)를 통하여, 중앙정부차원에서의 공통지표마련과 지방자치단체차원에서 벤치마킹을 통한 점진적 보완이 방안으로 제시하였다. 그리고 공무원이 쉽게 이해할 수 있도록 하고자 구체적인 목표치 설정의 기준과 방법론을 제시하였다.
Abstract
This study attempts to suggest the way of target-setting in self-evaluation. Since self-evaluation of local government tends to go for the evaluation of goal vs. performance record, it is likely to set the goal as the conservative way unless there are objective standard and method on target-setting. Considering this situation, we have the following two main questions: 1) what is the standards for target-setting?; 2) what is more convenient way of self-evaluation which the government officials easily understand?. As the result of target-setting case analysis, we would suggest two alternatives: one is to set up common indices in the level of the central government, and the other is to complement the index gradually by benchmarking the target-setting cases in the level of local government. In addition, we introduce a evaluation method so that the officials may easily understand concrete target-setting standards and techniques.
