본 연구는 의료관광 분야에서 선도국가로 자리매김하고 있는 태국과 싱가포르, 우리나라의 보건의료시스템 거버넌스 구축형태에 관한 비교연구이다. 태국이나 싱가포르 모두 의료관광산업의 발전과정에서 ‘정부주도’의 공통된 특징을 띠고 있지만 각 나라별로 모두 다른 전개양상을 보여주고 있다. 특히 우리나라의 경우, 2005년 의료산업선진화위원회가 활동한 이후, 보건의료서비스분야를 향후 국가의 신성장산업의 하나로 인식하기 시작하였으나 태국이나 싱가포르 정부가 영리법인이나 의료채권 발행허용 등 혁신적인 정책시행을 통해 전 세계 의료관광객 유치에 결정적 역할을 한 것과 달리 우리나라의 정부지원 양상은 수동적이며, 나아가 민간부부문의 역량 조차 제한하는 등 답답한 모습을 보여주었다. 따라서 본 연구는 이러한 문제점을 분석하는 과정에서 각 정부 간 거번넌스 구축형태의 차이점 분석을 통해 각 나라별 의료관광 산업화과정의 특징을 살펴보고자 한다.
Abstract
This study focus on Healthcare system's Governance construction type in Medical Tourism advanced. In particular, the trend of Medical Tourism expanding after IMF affects on various aspects of national industry. Thailand, Singapore, North-Korea had made new system and organization of Healthcare Industry through Healthcare system's Governance. This study is to examine how Healthcare system's Governance works in the midst of the Thailand, Singapore, North-Korea. In result, the mechanism of the Healthcare system's Governance is directly reflected and carved to the process of industrialization of Asian countries' medical service. it shows that the formation of Healthcare governance does not always have routine aspect It is found that countries are not same the logic of management, agenda-making, structure and public profit. This study emphasize on making a new type about Healthcare system's Governance.
