정책대상집단의 규제 인식 및 입장에 대한 질적연구: 유전자재조합실험 승인정책을 중심으로

본 연구에서는 실험실 생물안전 규제정책의 맥락 하에서 각 집단이 규제에 대해보이는 입장과 인식에 대하여 이해함으로써 성공적인 규제이행을 위한 조건을 확립하고자 하였다. 이를 위해 정책대상집단을 규제자와 피규제자로 구분하고, 집단심층면접을 실시하여, 정책대상집단이 규제에 대해 취하는 태도와 반응을 확인하였다. 연구결과, 정책대상집단은 정책에 대한 충분한 지식과 순응의지를 보였다. 다만피규제자 측의 운영능력과 역량이 부족하다는 인식과 입장을 취하였다. 따라서, 향후 유전자재조합실험 승인정책의 성공적인 이행을 위해서는 피규제자를위한 규제자원의 확보 지원과 피규제자의 전문성 확보를 위한 교육의 확대 및 역량평가 기준 마련이 필요한 것으로 사료되었다.
Abstract
In this study, we established conditions of successful implementation by understand a recognition and position of regulation on a policy target group under context of policy. so, we divided a policy target group into regulator and regulated, carried out focus group interview to confirm attitude and response on regulation. As a results, policy target groups indicated a adequate knowledge and compliance will on the policy, but take a position that regulated parties had a lack of management ability and capacity. Therefore, we conclude that conditions were a establishment of a evaluation standard for capacity assessment, a securement of regulatory resource support system and a expansion of speciality education for regulated.
