국가안전관리제도에서 유전자변형생물체에 관한 시민인식의 종단적 분석: 역사적 신제도주의와 자기회귀교차지연모형의 적용

본 연구는 사회적 우려와 관심인 유전자변형생물체(LMO, GMO)에 관한 시민 인식을 종단 분석하고 의미를 도출함에 있다. 제도의 유지와 변화를 설명하는 역사적 신제도주의 이론과 자기회귀교차지연(ACLM)의 통계모형을 도입하여 제도 환경 하에서 유전자변형생물체를 둘러싼 시민 인식 체계를 분석하였다. 분석 결과, 유전자변형생물체에 관한 시민의 태도 및 수용 인식의 자기회귀경로에서 통계적으로 유의한 자기회귀효과가 발생하였다. 교차회귀경로에서는 유용성과 태도가 수용 인식에 유의한 영향을 미치는 교차회귀효과가 발생하였다. 제도 환경 하에 시민에게 유전자변형생물체에 관한 일정한 인식이 인과적으로 형성되어 있었고, 시간흐름에 따라 인식 체계가 작동하고 있음을 통계모형으로 확인되었다. 유전자변형생물체는 사회적으로 많은 갈등이 발생되는 주요 주제로 제도 환경에서 시민 인식 체계를 시간 흐름에 따라 확인한 의미를 갖는다. 또한, 신제도주의 적용을 확장하고 통계적 방법을 적용하였다는 학술적 의미와 함께 시민 참여의 근거를 마련하고 정부제도 반영의 정책적 의미를 도출하였다는 것에 가치가 있다.
Abstract
This study is to longitudinally analyze citizens' acceptance of living modified organisms (LMOs, GMOs), which is a social concern and to derive its meaning. By introducing the historical new institutional theory that explains the maintenance and change of the system and the statistical model of autoregressive cross-lagged (ACLM), the civic perception system surrounding LMO(GMO) in the institutional environment was analyzed. As a result of the analysis, there was a statistically significant autoregressive effect in autoregressive path of citizens' attitude and acceptance perception toward LMO(GMO). In the cross-lagged path, cross-lagged effect occurred where usefulness and attitude had a significant effect on acceptance perception. Under the institutional environment, it was confirmed by the statistical model that a certain perception of LMO(GMO) was causally formed among citizens, and that the recognition system was operating over time. LMO(GMO) is a major topic that causes many social conflicts, and it has the meaning of confirming the civic perception system in the institutional environment over time. In addition, it is valuable in that the academic meaning of expanding the application of new institutionalism and applying statistical methods, as well as providing the basis for citizen participation and deriving the policy meaning of reflecting the government system.
