우리나라 시기별 공기업 관련 쟁점분석: 관련 언론기사의 의미망 분석을 중심으로

Abstract

This study analyzes policy issues on the public enterprises by regime and how Korean society and government were approaching public enterprise innovation through keywords and network analysis of related media articles during the past 15 years. Public enterprise has a dual nature that pursues not only the public interest for achieving a public purpose, but also an enterprise-like performance and efficiency as a corporation, and thereby has a complex character of being influenced both politically and economically at the same time. This study seeks to find out the characteristics and changes of the meaning structure of government policy and media articles the way that they are a reconstructed reality depicted by the media as a window to the society. The characteristics of policy issues of public enterprise are summarized. First, most regimes created the most issues on the enterprise during their first year of the regime and promoted policies for public enterprise innovation. Privatization and merge of public enterprises by each regime have been continuously promoted. Second, in the public enterprise related articles, the Ministry of Strategy and Finance and the Board of Audit and Inspection were the most frequent key words throughout all government regimes, followed by presidential office and the ruling party. Third, the words that constantly appeared as major issues related to public enterprise were privatization, management of dismissal and debt. This was because despite the government's policy efforts, the fundamental problem had not been resolved.
