우리나라의 경우 현재의 갈등대응방식으로는 갈등의 원천적 해결을 기대하기 어려울 뿐만 아니라 오히려 갈등의 증폭, 장기화, 폭력화로 전개되는 사례가 점차 증가하고 있다. 이로 인해 기존의 갈등관리･갈등해소 관점에 대한 대안을 검토해야 할 필요성이 제기되고 있다. 이러한 맥락에서 본 연구는 기존 접근방식의 대안으로서 갈등전환(conflict transformation) 관점을 제시하고 학계의 관심과 논의를 촉구하고자 한다. 이를 위해, 먼저 갈등전환의 개념 정의와 갈등관리･갈등해소 개념과의 비교를 통하여 갈등전환의 의미를 명확히 하였다. 이어 갈등전환 학자들에 의해 공통적으로 제시되는, 인적, 관계, 구조 등 전환의 세 가지 유형에 대하여 각각의 개념, 초점 및 내용을 살펴보았다. 또한 갈등전환의 주요 측면을 고찰하고, 최근의 밀양 송전선로 건설 갈등, 제주해군기지 건설 갈등, 세월호 참사를 둘러싼 갈등 사례를 통하여 갈등전환의 적용가능성 여부를 탐색하였다. 마지막으로, 갈등전환 관점으로의 변화 필요성과 변화 방향을 제시하였다.
Abstract
The actual conflict management system in Korea focuses too much on the short-term solution of conflict issues. It explains why it is often difficult to resolve the conflict at the level of its fundamental origin. Furthermore, that is a reason why some conflicts are amplified, prolonged, and transferred into violent solutions. This preliminary observation leads this study to suggest a relatively new approach in terms of conflict transformation for conflict resolution. This paper first defines the concept of conflict transformation in comparison with classical concepts of conflict management and conflict resolution. Second, it explains each concept, focus and contents of the three changes in conflict transformation such as transforming persons, relationships and structures. Third, after discussing the major issues in conflict transformation, it reviews its applicability in Korean context with applying this perspective into the recent serious conflict cases. Finally this paper suggests the necessity and direction of change in the perspective on how to deal with social conflict.
