정부규제 실패의 관점에서 본 상수도 공급서비스의 문제점과 개선방안

본 연구의 목적은 상수도 관리의 정부 실패 문제점을 정부규제에 의한 산업경쟁력 약화, 동태적 비효율성 그리고 소득재분배의 불평등성을 통해 규명하고 그 해결책을 제시하고자 하였다. 우리나라는 수도법에 상수도는 광역상수도와 지방상수도로 이분화 되어 있으며, 공기업인 한국수자원공사와 지방자치단체가 각각의 사업자로 지정되어 상수도를 운영·관리하고 있다. 그러나 시장경제의 특성인 자율적 경쟁 없이 중앙정부의 일률적인 감독 하에 운영관리 됨으로써 민간의 연관 산업이 낙후되어 세계시장에 진출할 수 있는 물 산업경쟁력이 약화되었고, 상수도운영관리의 관료제적 비효율성으로 인해 동태적 비효율성이 나타나고 있으며, 그리고 소규모지자체는 규모의 경제가 실현되지 못해 수돗물 원가관리 실패로 지역 간의 소득재분배 불평등이 심화되고 있다. 도시와 농어촌간의 수도요금의 차이가 클 뿐만 아니라 먹는 물의 물리적 품질과 서비스 품질의 차이가 현격하여 농어촌 지역으로 갈수록 높은 수도요금을 내면서 서비스의 질은 현격히 낮은 문제점을 안고 있다. 본 연구에서는 이러한 문제점들을 정부실패의 세 가지 관점에서 다양한 예시를 통해 현 상수도 규제정책의 문제점을 진단하고 개선방안을 제시하고자 하였다.
Abstract
The purpose of study try to investigate and to find solution in weaken industrial competitiveness, time inefficiency and inequality in income redistribution by government regulatory failure. In korean water supply and water works installation act, water service business divided wide area water supply and local water supply system. Wide area water service business is in charge of K-water as a state-owned company and local water service business is in charge of local government in point of law. Result from government regulation of water works service, undermined waterworks industry's competitiveness in the world market, Limitations in domestic local water works business structure obstruct the growth of domestic water industry sector, and cause something of world competitiveness in oversea market. Bureaucratic water works operation and management make dynamic inefficiency. In local government water services, diseconomy of scale problems get more deeply involved inequality of income redistribution. The failure of water production cost management in local government, drinking water tariffs is big difference as well as physical quality and service quality are very differences. In local counties, drinking water price is very high, but qualities are very low in present. This like matters result from government regulatory failure, therefore this study is to analyze three point of views likes weakness of industrial competitiveness, time inefficiency, and inequality of income redistribution.
