본 연구는 우리나라 중앙정부 정책평가제도의 성공적 정착에 있어 정책피평가자의 수용도에 영향을 미치는 요인에 어떤 것이 있는지 그 핵심변수를 크게 평가자의 능력요인, 평가도구의 합리성 요인 그리고 평가과정의 효율성 요인으로 분류하여 그 영향구조를 밝히고자 하였다. 이를 위해 중앙정부 기관평가에 대한 평가기관인 국무조정실의 평가담당자와 정책평가위원회 평가위원 그리고 피평가기관인 각 중앙정부의 평가담당자를 대상으로 실증분석을 하였다. 본 연구에서 정책피평가자의 수용도 제고에 영향을 미치는 요인들은 결국 중앙정부 정책평가제도 발전에 대해 긍정적인 기제로 작동하여, 궁극적으로 평가수행체계에 긍정적인 환류(feedback)요인으로 자리매김 할 수 있다는 모형이 성립하였다.
Abstract
The purpose of this study is to explore the factors affecting the acceptability degree of policy evaluation for the evaluated institutions in the central government in Korea. This study divided the core factors into ⓛ the ability factor of policy evaluators ② the rationality factor of policy evaluation tool, and ③ efficiency factor of policy evaluation process to explain the influence structure of the factors in concern. To this end, this study conducted a survey research for the officers in charge of policy evaluation in both Office for Government Policy Coordination, policy evaluator and evaluated government institutions, as well as commissioner of Policy Evaluation Committee. The results of the survey confirmed that the key factors which this study proposes function positively to increase the acceptability degree of policy evaluation. The results suggest that the way acceptability of policy evaluation for evaluated institutions is increased should be one of the important elements in order for the policy evaluation system to be successfully established for the central government in Korea.
