지방의회가 주민의 대표가 모인 지역의 최고의사결정기관으로서 제 역할과 기능을 다하기 위해서는 무엇보다도 지방의회가 집행부에 상응하는 전문성을 가지고 지역의 복잡다단한 문제를 효과적으로 해결할 수 있는 입법능력 및 정책적 해결능력을 가지는 것이 매우 중요하다. 그러나 현재의 지방의회는 그러한 정책능력이나 입법능력을 위한 조직기반은 매우 취약하다. 즉 지방의회에 대한 운영적인 측면에서 지방의회의 전문성을 어떻게 높여야 하는가에 대해 첫째, 지방의회사무기구의 전문성 향상에 있어 전문위원의 역할과 책임이 매우 크므로 전문위원의 임용기준의 규정화와 직무의 확대 그리고 정수와 직급의 상향조정 등이 이루어져야 한다. 둘째, 지방의회에 지방의원의 전문성 보완과 향상을 위한 정책연구기능이 보다 확대되고 체계화되어야 한다. 그리고 지방의원의 입법활동에 대한 전문적인 지원을 위한 입법 및 정책정보서비스 지원체계가 이루어져야 할 것이다. 이를 통해 상임위원회별 광범위한 자료의 DB화는 물론 생산되는 입법정보가 지방의회 정책대안의 밑바탕이 될 수 있어야 한다.
Abstract
The local council was organized fifteen years ago, in 1991, after the resurrection of the Local Autonomy Act. It has such role as making policy, examining budget, intermediating the citizen's petition and inspecting and controling the executive body of the local governments. Local councils have devoted to the development of local autonomy, however, they are criticized for their limitation in analyzing and understanding of policies. Criticism on their incompetences is the direct indication of limited ability of local council. But it is certain that the success of the local autonomy system largely depends on the role of local council and the occupational speciality of the local council secretariat. Although Local council secretariats are helping the members of local council making the legislative process, the depth and area of their contribution is severely limited. The lack of expertise in local council secretariat would inevitably shrink the local council's policy making capacity. In order to enhance the role and function of local council secretariat, strengthening the advisory function of the standing committee, reinforcement and systematization of professional legislative supporting system and activating the library of local council are required. It is an imperative for the councilors to be provided with informations and professional expertise in their political process.
