이 연구는 거버넌스 구축과정에서 제기되는 구성요소별 인과관계를 시차이론(time-lag theory)을 통해 분석하여 효과적인 거버넌스 협력체 구축방안을 모색하고자 하였다. 이를 위해 선행연구를 통해 거버넌스 협력체의 공통 구성요소를 추출하고, 이 구성요소에 대해 국유림 관리 관련자의 설문조사를 실시하였다. 설문조사를 통해 거버넌스 구성요인의 인과관계를 분석하고 시차적으로 배열하여 정합성 여부를 분석하였다. 연구결과, 첫째 국유림 관리는 공익의 증진과 산림 자체에 대한 직접 경영하는 행정으로서 집단적․효율적인 관리를 위해 전문화된 국유림 관리조직에서 관장하는 것으로 업무의 명확한 규정이 필요하고, 둘째 공공부문의 적극적 홍보 전략 수립과 산림 학습지원 등의 역할이 필요하다. 셋째, 산림관리의 이원화의 문제 역시 중앙부처인 산림청과 지방자치단체 간 긴밀한 협조를 통해 해결하고자 노력해야 한다는 점을 제시하였다.
Abstract
A study is the time lag approach has application to the governance of national forest management. The content is to review the component of governance and to make a survey of national forest official, stakeholder. Through the survey results, the study of institutional congruence analyze the causal relationship of governance component and array by the time lag approach. Result, national forest management need first: a specialized organization and a clear rules, second: active promotion of public-sector strategies and forest study support, third: effort of cooperation between central and local government
