협력적 환경거버넌스를 통한 환경보전과 경제성장의 양립가능성: 국유림 관리정책을 중심으로

초록

환경보전과 경제성장의 양립 문제는 아직까지 난제로 남아있다. 지속가능성에 대한 중요성이 대두되면서 경제성장과 환경보전을 조화시킬 수 있는 정책적 방안을 개발하기 위한 노력이 이루어져왔다. 협력적 환경거버넌스는 환경보전과 경제성장의 딜레마를 해결할 수 있는 방안 중 하나로 제시된 바 있다. 본 연구는 협력적 환경거버넌스를 통한 환경보전과 경제성장의 양립가능성을 탐색하는데 그 목적이 있다. 이러한 연구목적을 달성하기 위하여 우리나라에서 시행되고 있는 협력적 거버넌스 중 국유림보호협약 제도가 국유림의 경제적 이용가치와 환경적 보전가치에 미치는 영향을 검증하였다. 연구결과 지역주민과 협력하여 국유림을 관리하는 국유림보호협약 제도는 자연자원의 이용을 증진하면서도 자연환경의 보전을 저하시키지 않았다. 더 나아가 국유림보호협약 제도는 자연환경의 보전과 자연자원의 이용간 균형을 이루게 하여 생태계서비스의 유형간 상호경합 관계를 완화시키는 효과가 있는 것으로 나타났다. 이러한 연구결과는 지역주민을 공유자원 관리에 참여시키는 협력적 환경거버넌스가 환경보전과 경제성장, 더 나아가 사회적 형평성을 증진을 가능하게 만드는 지속가능한 공유자원 관리제도로 활용될 수 있다는 점을 시사한다.

Abstract

Collaborative environmental governance is attempt to solve the dilemma of environmental conservation pursuing economic growth simultaneously. However, there has been little empirical research on effect of collaborative environmental governance on compatibility of environmental conservation and economic growth. In this context, this study aimed to identify the effect of collaborative environmental governance in terms of both environmental conservation and economic growth. Particularly, it focused on the national forest protection contract (NFPC) which is one of collaborative environmental governance in Korea. First, we examine the environmental and economic efficiency of national forest management under 27 national forest offices in South Korea using Data Envelopment Analysis (DEA). Second, we classified national forests based on number of NFPC contracted villages. Finally, we identified difference in efficiency of ecosystem service between groups and examine whether the institutional arrangement affects the ecosystem service efficiency. The results show that both of provisioning service and supporting service efficiency are increasing in the most activated village group of NFPC. In contrast, the lowest activate village group of NFPC shows that ecosystem service efficiency has changed little. It is indicated that collaborative environmental governance can contribute to solve the dilemma of environmental conservation and economic growth.
