본 연구의 목적은 국유지 관리의 현황과 문제점을 분석하고 대안으로 거버넌스 구축을 제안하기 위한 것이다. 총괄청인 기획재정부의 국유지 관리는 관리청의 복잡성, 중앙과 지방의 연계성 부족으로 단편적이어서 무단점유 급증, 유휴재산이나 행정재산의 활용도 저하 등의 문제가 두드러진다. 대안으로 기관의 전문성과 기관 간 협력을 이용한 국유지 관리의 효율성을 높이기 위해 대상상황, 제도맥락, 행위자 요인을 분석하고 관련 기관 간 3개의 층으로 구성된 관리 거버넌스를 제시하였다. 각 공공기관의 전문성을 기반으로 한 국유지 관리의 협력체 구축으로 수익성과 공공성이 모두 향상되며 관리 효율성이 증진될 것이다. 미흡한 국유지 관리가 관리 거버넌스의 연계망으로 해결되기 바란다.
Abstract
This paper aims at recommending the governance frameworks for National Land Management. The current management system for the national land could not achieve a high level of performance, because the major managerial agencies are so much fragmented. Moreover, there have been a lot of problems such as illegal occupation and the under-use of national property. This study employs the new institutional theory framework with institutional context factors, subject-situation factors, actor factors to analyze the current land management. In order to cope with these kinds of the management loopholes, the construction of the three-tier management governance are recommended at the different levels such as central government, local government, and public agency. It is expected that the Committees of National Property Management at the three levels will answer the unsolved questions of national land mis-management.
