사회자본과 정부성과의 관계 연구 -종합적 접근을 위한 다차원적 측정-

초록

본 연구는 사회자본과 정부성과 간 관계를 다룬 기존 연구들이 정부성과의 다차원적 성격을 고려하지 못하고 있으며, 사회자본을 주로 국가 전체의 거시적 관점에서 다룸으로써 기초자치단체라는 미시적 지역 단위에서의 사회자본과 정부성과 문제를 충분히 다루고 있지 못하다는 문제의식을 토대로 하고 있다. 이에 기초자치단체 수준에서 사회자본을 지역 내 신뢰, 규범, 네트워크 차원으로 구분하고, 정부성과를 평가주체에 따라 중앙평가, 자체평가, 시민평가로 다차원화하여 검토하였다. 분석 결과, 정부성과의 측정방식에 따라 사회자본이 미치는 영향력과 설명력에 큰 차이가 있었으며, 사회자본 구성요소들이 정부성과에 서로 다른 영향을 미치는 것으로 나타났다. 특히 신뢰의 경우 시민평가 외의 정부성과에 영향을 미치지 않았으며, 네트워크는 시민평가에 오히려 부(-)의 영향을 미치는 것으로 나타났다. 이러한 결과는 사회자본과 정부성과 간 관계에 대한 연구가 보다 세밀한 측정과 다차원적 관점에서 충분히 검토되어야 함을 시사한다.

Abstract

This study focuses on the research gap where the extent research does not consider the multi-dimensions of government performance evaluation. Using the multi-dimensions of performance evaluation, we explore the relationship between social capital and government performance results. Also, we adopt a local government case to analyze this relationship. Our model composed of the central government-based evaluation, self-evaluation, and citizen satisfaction as the dependent variables, and trust, norms, and community network as the independent variables. The findings show that different social capital variables generate a variation in the performance results evaluated by the multi-methods. Specifically, trust has a positive relationship with citizen satisfaction, but this result is reversed with community network as a nother social capital variable.
