대전시 거버넌스의 진단과 과제: 거버넌스 참여주체들의 인식을 중심으로

본 연구는 탐색적 차원에서 대전시 거버넌스 참여주체들 사이의 협력 및 신뢰관계를 각 주체별 인식에 기초하여 진단․평가한 후 앞으로의 거버넌스 발전과제를 제시하는데 목적을 두고 있다. 이러한 목적을 위하여 대전시민, 대전시와 자치구 공무원, 대전시민사회단체, 대전시기업관계자를 대상으로 설문조사를 실시하고, 최종적으로 823명의 응답자료를 활용하여 분석을 수행하였다. 통계분석결과는 거버넌스 참여주체들 사이에 커다란 인식차이가 있다는 것을 보여주었다. 특히 설문분석결과를 종합해볼 때, 대전시거버넌스의 중요한 특징은 ‘민주성 결핍’이라는 평가를 내렸다. 앞으로의 거버넌스를 위한 과제로서 민주성결핍을 완화하기 위한 제도적 노력, 지역사회 역량강화를 위한 촉진자 역할, 시민과의 관계개선에 직접적 초점을 둔 일하는 방식의 변화, 시민사회단체와 기업과의 관계개선을 제시하였다.
Abstract
This study is to identify governance participants' perception of mutual collaboration and trust in Daejeon Metropolitan City, and draw some implication and suggest future direction. For the purpose, it carries out a questionnaire survey for general citizens, public servants in city and district government, officials in local NGOs and companies. A statistical analysis based on the final 823 data shows that there are big differences among those participants' perception of their mutual relationship and trust. The entire empirical result is interpreted to show 'democratic deficit. On the part of city government, as a future direction, it suggests more effort to make up democratic deficit institutionally, to carry out facilitator role to empower local community, to change old practice and attitude to build trust relationship with citizen, local NGOs and companies.
