본 연구는 2001년 제정된 부패방지법이 실시된 지 10여 년이 지남에 따라 동법이 정하고 있는 내부고발자 보호제도와 내부고발에 대한 공무원의 인식을 조사하고, 1999년에 이루어진 기존 연구와의 비교를 통해 내부고발에 대한 공무원의 인식 변화를 살펴보았다. 연구결과, 대부분의 공무원은 아직도 내부고발제도에 대해 잘 모르는 상황이었고, 이 제도와 관련된 기관 차원의 교육 및 홍보 등도 시행되지 않는 것으로 나타났다. 또한, 대다수의 공무원은 내부고발자가 조직과 여타 구성원의 보복행위로부터 적절하게 보호받지 못하는 것으로 인식하고 있었다. 내부고발자를 조직의 배신자라기 보다는 조직의 미래를 위해 도움이 되는 사람으로 인식하는 공무원은 상당히 증가하였지만, 대다수의 공무원은 자신이 내부고발자임이 밝혀지면 다양한 보복행위로부터 보호받을 수 없기 때문에 실제로 내부고발을 해야 하는 상황에서는 쉽게 내부고발을 결정할 수 없다고 응답했다. 비록 비교분석의 데이터가 동일 표본을 사용하고 있거나 동일 질문이 아니라는 방법론적 한계가 있지만, 10년 전의 연구와 비교했을 때, 공무원의 부패에 대한 인식 수준은 감소하고 내부고발자에 대한 긍정적인 인식은 대폭 증가했지만, 내부고발을 하겠다는 공무원의 비율은 감소했으며 내부고발자에 대한 보복행위의 가능성은 증가한 것으로 보고되었다.
Abstract
In 2001, the Korean government enacted the Anti-corruption Act for protecting public employees who blow the whistle to disclose their organization’s corruption and bribery in the processes of policy implementation. This study focuses on the effects of the act on public employees’ behaviors and perceptions to the whistleblowing and compares the results with the past whistleblowing perception research conducted in 1991. The results indicated that more than 50% of public employees who joined this research do not know the whistleblower protection system and law. In addition, the government has not properly provided the training programs and public relations related to whistle-blowing. Finally, the respondents reported that whistleblowers have been seriously retaliated from members of the organizations. Comparing the current research with the past work in 1991, we found that public employees have reported a positive effect of whistleblowing on public administration. However, this study also found that the respondents would not voluntarily or actively conduct a whistle-blowing because of the retaliation from other colleagues.
