사회적기업이 개발도상국의 경제성장과 빈곤퇴치를 해결할 새로운 모델로 부각되고 있음에도 불구하고 국내에서는 국제개발협력형 사회적기업이 나오기 어려운 환경일뿐더러 이와 연계된 학술적 논의 또한 충분하지 않는 편이다. 이에 본 연구에서는 사회적기업이 국제개발협력에서 주목받게 된 배경과 발전 과정을 살펴보고, 선진 공여국의 사회적기업 ODA 모델 분석을 통해 한국형 사회적기업 ODA 모델을 수립하기 논의해야할 사안들을 알아보았다. 먼저, 한국형 사회적기업 ODA 모델은 한국 사회적기업이 ‘정부 주도의 취약계층의 실업과 빈곤 문제 해결’에 배경을 두고 있는 하향식 모델임에 따라 정책 전이라는 거시적 접근이 필요할 것이다. 다음으로 공여국이 아니라 수원국 국민이 주체가 되는 지속가능한 모델이 되어야할 것이다. 마지막으로 ‘한국형 ODA 모델’과 ‘국가협력전략’을 활용하여 사업의 효율성을 극대화해야할 것이다.
Abstract
This paper focuses on developing Korean social enterprise ODA model by analyzing advanced donor countries’ social enterprise models and Korean social enterprise ODA projects initiated in 2015. Today, thet international society pays attention to social enterprise model because when using market-based approaches to address social issues in developing country, although the region has insufficient public and private fund support, it helps vulnerable social groups to enhance their will by themselves. So it is expected to contribute in order to ensure their future sustainability. Therefor,, advanced donor countries already developed and initiated social enterprise ODA model and shows remarkable success in developing countries’ poverty reductionBased on this understanding, the paper discuss the way to develop ‘Korean Social Enterprise ODA Model,’ under 3 items. First, as Korean social enterprise developed through a top to bottom discourse, the model should be a policy transfer model. Second, considering the trend of IDC, the people of the recipient country should be the main agent. Third, the model should reflect the results of strategies for advancing Korean IDC, the ‘Korean ODA Model’, and ‘Country Partnership Strategy(CPS).’Meanwhile, the study has two limitations. First, although there were similar projects in the past, the paper considered social enterprise ODA projects as projects which include ‘social enterprise’ in the name. Second, considering that Korean social enterprise ODA projects started in 2015, it was hard to do a case analysis. Therefore, in future research, a broad approach of social enterprise ODA and analyzation of current Korean social enterprise projects are needed.
