체류외국인 사회통합교육 성과에 대한 실증분석

본 연구는 체류외국인들이 우리 사회에 쉽고 빠르게 적응할 수 있도록 지원하는 사회통합교육 강화의 논거와 정책방안을 제시하고자 한다. 이를 위해 먼저, 외국인 사회통합의 개념과 사회통합모형 및 의무교육이론 등에 기초하여 체류외국인 사회통합교육을 더욱 강화하기 위한 논리적 정당성을 정리하였다. 이어서 기존 체류외국인 사회통합교육체계의 질적 수월성을 검증하기 위하여 국적 취득 계획여부, 한국어실력 향상 도움정도, 한국문화 이해 도움정도, 전반적인 프로그램 만족도를 법무부 사회통합프로그램과 기타 사회통합프로그램(다문화가족지원서비스, 민간 기관 자체 운영 사회통합교육)의 성과로 한정하여 각각의 프로그램 이용자 간의 성과 차이를 성향점수매칭 분석을 활용하여 비교하였다. 분석 결과, 법무부 사회통합프로그램 이용자의 성과가 기타 사회통합프로그램 이용자의 성과에 비해 상대적으로 우수하였다. 이러한 성과 차이는 운영상의 차이, 정책적 혜택의 차이로 인하여 발생한다고 유추할 수 있었다. 발견된 논거와 분석결과를 바탕으로 본 연구는 체류외국인 사회통합교육을 법무부 사회통합프로그램 중심으로 전환하기 위한 정책적인 실행 방안으로 사회통합프로그램 내용과 운영체계의 질적 개선 및 표준화, 외국인 유형별 맞춤형 사회통합프로그램 개발, 사회통합프로그램 재원 확대 및 배분규칙의 정립, 사회통합 종합평가체계 및 사회통합 트래킹시스템 구축, 사회통합프로그램 전담조직체계 구축을 제언하였다.
Abstract
The purpose of this study is to present the rationale and policy suggestions to tighten the social integration education which helps foreign residents to well adjust into the Korean society. To attain the purpose, firstly, based on the theories and models of social integration and the theory of mandatory education, this study explores logical justification to tighten the social integration education. Additionally, in order to verify the qualitative supremacy of the social integration education, this study empirically compares the effect of the social integration education, among service users participating in the social integration programs managed by the Ministry of Justice and service users participating in the multi-cultural family support services managed by the Ministry of Gender Equality and Family and non-profit organizations’ programs. This study employes the propensity scores matching to reduce systematic differences and control a factor that contaminates the effect. The empirical results show that service users in the social integration programs are more likely to plan to be naturalized, improve Korean language ability, understand Korean culture, and are satisfied with overall the program than service users in multi-cultural family support services and non-profit organizations’ programs. This may indicate that the social integration programs is a proper way in which the social integration education can be tightened, compared to other programs managed by the Ministry of Gender Equality and Family and non-profit organizations. Based on the rationale and empirical evidence found, this study proposes several policy suggestions to tighten the social integration education focused on the social integration programs, such as qualitative improvement and standardization in the quality and management of the social integration programs, the development of the social integration programs according to the visa types of foreign residents, the expansion of budget size and the development of fund allocation system for social integration programs, the establishment of comprehensive evaluation system and tracking system, and the establishment of an exclusive organization for the social integration programs.
