Abstract
This study empirically explores how public servants' job autonomy and work motivation (intrinsic motivation, extrinsic motivation) affect proactive administration, and examines the mediating effect of accountability in this process, in a context where proactive administration has emerged as an important issue to respond to rapidly changing social environments and diverse citizen demands. A structured survey was conducted with 500 local government public servants nationwide, and mediation effect analysis was performed using PROCESS Macro. The analysis results showed that both job autonomy and intrinsic motivation had significant positive effects on proactive administration. Additionally, job autonomy and accountability significantly influenced proactive administration, and the indirect effects of job autonomy and intrinsic motivation on proactive administration through accountability mediation were confirmed to be statistically significant. However, extrinsic motivation showed no statistically significant effects on either accountability or proactive administration. These findings demonstrate that expanding job autonomy and strengthening intrinsic motivation are more important than external reward systems for promoting proactive administration. The study reveals that accountability serves as a crucial mediating mechanism in converting individual motivation and autonomy into actual proactive administrative behaviors, providing important implications for public human resource management strategies.
