Abstract
As the number of immigrants into Korea has been increasing, legal immigrants and unauthorized and undesirable immigrants coexist in Korea. However, a hasty adaptation or consolidation policy of the immigrants can instead lead to negative effects to the immigrants in the long run, which is a paradox. This paper explores whether the paradox theory of immigration policy stemmed from the western developed countries is feasible in Korea or not and aims to search for an alternative to resolve this paradox. Results of the studies concerned have shown that government of Korea officially declares liberalism to all of the immigrants but the realities the immigrants experience are quite different. Actually paradoxical phenomena are found in Korea. That is to say, lot of unauthorized immigrants are being produced and exclusive or limited approach against working immigrants yet consolidation policy to married immigrants are all around at the same time. It is likely that a hasty consolidation of the married immigrants to Korean society can ultimately result in negative effects. Unlike the first generation immigrants who is keen for a safe settlement as in USA, the second generation immigrants can show more social deviances, which is in need of a proper solution. These are what we propose as an alternative to solve these issues. A paradigm shift toward mutual cultural immigration policy, clear definition of immigration policy, establishment of immigration office and shift into immigration services, and unified immigration law and comprehensive education.
