우리나라 광역자치단체 빅데이터 정책의 확산

초록

본 연구의 목적은 광역자치단체 빅데이터 정책을 대상으로 정책확산의 유형을 확인하고, 정책내용을 분석하며, 정책확산 여부를 검증하는 것이다. 분석대상 빅데이터 정책은 조례로 제도화한 경우만으로 한정하였고, 시간적 범위는 2015-2019년으로 설정하였다. 정책확산 유형은 조례 제정률에 대한 시계열 도표를 통해 확인하였고, 정책내용은 조례의 조문을 중심으로 분석하였으며, 정책확산 여부는 이산시간 사건사분석을 통해 검증하였다. 조례 제정률에 대한 시계열 도표 분석결과는 광역자치단체 빅데이터 정책의 확산유형이 Gray(1973)와 Rogers(1962)가 제시한 전형적인 이론적 정책확산 유형에 해당된다는 것을 보여준다. 정책내용에 대한 분석결과는 정책 목적은 동일하나 핵심 정책수단인 기본계획 수립주기, 담당 조직, 자문위원회 등은 다양하여 정책확산의 결과가 정책수렴이라기 보다는 정책분화일 가능성이 크다는 것을 시사한다. 정책확산 모형에 대한 사건사분석의 결과는 전국적 확산 변수와 유형별 확산 변수 모두 통계적으로 유의하다는 것을 보여준다. 이러한 결과는 전국적 정책확산뿐만 아니라 유형별 정책확산도 일어났다는 것을 의미한다.

Abstract

The purpose of this study is to identify the diffusion type of regional government’s big data policy, to analyze its contents, and to examine its diffusion. We limit the big data policy to the institutionalized one by ordinance, and set the time period to 2015-2019. We use time-series plot of the ordinance enactment rate to identify the diffusion type, focus on provisions of the ordinance to analyze the contents, and utilize the event history analysis to examine the diffusion of the policy. The analysis of the time series plot show that the diffusion type corresponds to the typical type of policy diffusion suggested by Gray(1973) and Rogers(1985). The analysis of the policy contents indicate that policy objectives are similar across regional governments, but the core policy instruments, such as the basic planning cycle, the responsible organization, and the advisory committee are diverse. This indicates that the result of policy diffusion is more likely to be policy divergence than policy convergence. The results of event history analysis show that the national diffusion variable and the diffusion variable by government type have statistically significant effects on the policy adoption. This implies that the big data policy has been diffused not only nationally but also within the same type of regional governments.
