인공지능 기반 자동화행정의 주요 쟁점에 관한 연구

초록

이 연구는 인공지능의 급속한 발달로 등장하는 자동화행정에 대해서 단계별 발전모형을 설정하고 각 단계별로 제기되는 주요 쟁점을 논의하고 대응방안을 제시하는데 목적이 있다. 자동화행정은 기존에 사람이 하던 행정행위를 기계가 부분적으로 또는 전면적으로 수행하면서 사람을 지원하거나 대체해 나가는 것을 의미한다. 먼저 자동화행정 대상업무의 성격과 범위라는 2가지 기준에 따라 자동화행정을 부분자동화(Computerization), 자동화(Automation), 증강(Augmentation), 자율화(Autonomy)의 4단계로 설정하였다. 다음으로 각 단계별로 자동화행정의 주체, 대상, 방법, 결과에 따라서 주요 쟁점을 논의하고 대응방안을 제시하였다. 앞으로 사람기반에서 기계기반의 자동화행정으로 급속한 전환에 적절히 대응하기 위해서는 자동화행정의 각 단계별로 인간과 기계 사이의 분업과 협업체계를 갖추어야 한다. 또한 자동화행정의 법적 효력, 자동화행정의 오류나 결과에 대한 책임 문제 등에 대비하기 위해 전자정부법, 행정절차법 등 관련 법령을 정비하는 노력도 뒤따라야 한다.

Abstract

The purpose of this study is to establish a stage development model for automated administration that emerges with the rapid development of artificial intelligence and to discuss major issues raised at each stage and to present policy suggestions. Automated administration means that AI-based machines perform administrative actions to support or replace a person in part or in whole. First, automated administration was set up in four stages: computerization, automation, augmentation, and autonomy according to two criteria: nature and scope of administrative work. Next, the main issues were discussed and policy suggestions were presented in accordance with the four criteria of subject, target, method and outcome of each stage of automated administration. In the future, the administration will rapidly shift from people-centered information service to machine-oriented automated administration. In order to properly respond to this, each stage of automation should have a division of labor and collaboration system between humans and machines. In addition, efforts should be made to overhaul the legal system, such as the Electronic Government Act, to clarify the legal effect of the automated administration, errors in the process of the automated administration, and responsibilities of the results of the automated administration.
