한국의 복지이념 재탐색: 통합돌봄서비스를 중심으로 바라본 자유주의와 공동체주의의 결합 가능성

본 연구의 목적은 통합돌봄서비스 사업에 내재되어 있는 가치체계의 검토를 통해 한국 복지체계의 이념적 특성과 변동 여부를 탐색하는 것이다. 방법론으로 이념들의 가치체계와 분배원칙들에 대한 문헌분석을 통한 해석적 접근을 시도하였다. 이를 토대로 서비스 공급주체 및 대상, 비용 지불 및 재정 방식에 초점을 두고 통합돌봄서비스 사업의 사례연구를 진행하였다. 그 결과로 통합돌봄서비스는 서비스의 직접 제공과 절차의 표준화를 통한 사회서비스의 공공성 강화를 시도하고 있음을 발견하였다. 문제는 이러한 시도가 민간위탁 서비스를 통한 서비스의 상품화, 대상자에 대한 선별성, 그리고 수익자 부담이라는 자유주의 체계 내에서 시행되고 있다는 점이다. 이는 다양한 자유주의 이념들의 가치충돌 현상을 발생시킨다. 지역사회 돌봄서비스가 표방하는 공동체주의는 피상적인 표어에 머물러 있어, 자유주의 가치체계에 따른 분배원칙을 확고히 하고 있음을 결론지었다.
Abstract
The aim of this study explores the ideological trait and transformation of the Korean welfare system through examining value systems, inherent in the Integrated Care Service. For the methodological approach, it applied the interpretative approach through literature reviews about value systems and redistribution principles. Based on the examination, it investigated the case study of the Service that brought focuses on service providers and targets, and service charge and financial systems. Consequently, it is found that the Service has tried to expand the publicness of social service through which it would provide direct services, and build standardization procedure. The problem is that these efforts have been proceeded in the liberal systems that have traits of service commercialization with contracting-out service, target selectivity, and benefit principle. This has generated the value conflicts among various liberal ideologies. It is concluded that the Service has firmed up the distribution principle of liberal value systems, and communitarianism has remained in superficial slogan.
