Abstract
Amid the prolonged COVID-19, as organizational members feel fatigued at work, the behavior of quiet quitting is increasing. Quiet quitting does not mean that organizational members actually leave the organization, but rather means that they perform only the tasks assigned to them and do not perform other tasks. Our study examines the concept and characteristics of quiet quitting, which have rarely been discussed so far, and analyzes the phenomenon of quiet quitting and what causes it to occur through an empirical study targeting public officials in the Korean civil service. As a result, the most important cause of the quiet quitting of Korean public officials was a toxic culture that did not recognize diversity and inclusivity and kept members in check and indifferent to each other. In addition, quiet quitting behavior appeared when leaders lacked care and consideration for their subordinates, and this phenomenon was evident among young civil servants in their 20s and 30s. Of course, there is an argument whether quiet quitting is the right of workers, but it needs to be resolved because quiet quitting lowers organizational competitiveness and productivity and does not help individual career development. In this sense, our study is significant in that it academically explains the characteristics and phenomena of quiet quitting, which have rarely been discussed so far, and presents strategies to prevent it by empirically analyzing its causes.
