광역자치와 글로벌 개발협력 거버넌스: OECD 분권적 개발협력 사례를 중심으로

초록

이 논문은 강원도의 특별자치도 출범이라는 시점에서 광역자치단체의 국제개발협력발전 방향성을 탐색적으로 분석하는 것에 목적을 둔다. 최근 중앙정부 중심의 표준과 규제에서 벗어나 지역 맥락을 고려한 자치와 분권화가 강조되고 있는 가운데, 국제개발협력 분야 역시 국제기구와 공여국 중앙정부 중심의 협력 모델에서 보다 분권화된 국제개발협력에 대한 관심이 높아지고 있다. 그러나 개발협력을 지방정부 수준에서 논의한 기존의 연구들은 주로 중앙정부와의 비교적 관점에서 지방자치단체의 역할이나 특성, 한계에 초점을 두어왔으며, 분권화된 지역개발의 관점에서 지방정부의 전략적 개발협력정책의 필요성이나 협력 수요를 살펴본 연구는 많지 않았다. 이 같은 배경에서 이 논문은 국내 및 해외 공여국의 지자체 공적개발원조(ODA) 현황과 특징을 분석하고, 원조를받는 개도국 뿐 아니라 원조를 제공하는 공여국의 지속가능발전을 위한 호혜적인 협력의 방식으로서 OECD가 제시한 분권적 개발협력 모델(Decentralized Development Cooperation, DDC)에 대한 이론적 논의와 사례를 검토하였다. 분석 결과, 분권적 개발협력 모델은 글로벌 수준 뿐 아니라 중앙정부-지방정부 수준의 주요 의제와 전략을유기적으로 연계하는 다수준적 접근을 추구하였다. 국제기구와 중앙정부 차원에서 강조되는 주요 의제들을 반영하고 이들과 협력하면서도, 지방정부의 지역적 특성과 필요를우선 반영할 수 있는 ODA가 강조되었다. 또한, 공여국과 수원국이라는 수직적 이분법에서 벗어나 공여국과 수원국 지자체 간 보다 수평적이고 상보적인 협력 관계를 형성하여, 동등한 관계에서 서로 이득이 될 수 있는 실질적 협력을 추구한다는 점을 확인하였다. 특별자치도시대를 맞이하는 강원도 및 국내 광역자치단체의 국제개발협력 정책 역시 이 같은 특징들을 반영하여, 수원국의 개발을 지원한다는 측면 뿐 아니라, 경제, 문화, 인적 교류를 통해 지방의 혁신과 발전을 위한 마중물로 지자체 ODA를 활용하기 위한 적극적 전략을 수립할 필요가 있다.

Abstract

This paper explores the international development cooperation of regional governments in Korea, focusing on the establishment of a special autonomous province in Gangwon Province called “Gangwon State.” With a growing emphasis on local autonomy and decentralization, there is increasing interest in decentralized international cooperation, diverging from the models centered around international organizations and the central governments of donor countries. However, existing studies primarily focus on the role, characteristics, and limitations of local governments compared to the central government. This paper analyzes the status of official development assistance (ODA) provided by regional governments in Korea and major donor countries, and reviews the Decentralized Development Cooperation (DDC) model proposed by the OECD. The analysis reveals a multilevel approach, reflecting key issues and strategies emphasized by international organizations, while prioritizing local characteristics and needs in ODA. It confirms the pursuit of substantial cooperation that can be mutually beneficial in a horizontal and complementary relationship between donor and recipient local governments. In preparation for the era of special autonomous provinces, Gangwon Province, and other regional governments in South Korea, need to establish proactive strategies for utilizing local government ODA as a catalyst for regional innovation and development, not only to support the development of developing countries but also to promote local growth through economic, cultural, and human exchanges.
