한국 지방정부의 공적개발원조(ODA) 결정요인에 관한 실증 분석: 지방의 국제화 수준을 중심으로

초록

본 연구의 목적은 한국 지방정부의 공적개발원조에 세계화와 관련한 요인들이 어떠한영향을 미치는가를 실증적으로 분석하는 것이다. 최근 양적･질적으로 향상되고 있는 한국공적개발원조의 중요한 특징 중 하나는 새로운 원조행위자들의 등장과 이들의 역할 증대이다. 특히 원조분절화의 우려에도 불구하고 소수의 지방정부 중심으로 출발한 한국 지방정부의 공적개발원조는 점차 확대되어 지속적으로 증가하고 있다. 그럼에도 불구하고, 지방정부의 공적개발원조에 관한 기존의 연구는 현황이나 사례에 대한 소개 혹은 규범적인논의가 주를 이루고 있으며, 원조정책에 영향을 미치는 요인을 실증적으로 분석한 연구는매우 미비하였다. 본 연구는 한국 지방정부의 세계화를 위한 노력과 세계화 정도를 중심으로 지방정부의 공적개발원조 예산에 영향을 미치는 요인에 관한 실증 분석을 수행하였다. 분석 결과, 지방정부가 전체 예산 중 공적개발원조에 사용하는 예산의 비율은 국제화 관련조례의 제정 여부와 해외직접투자가 정(+)의 방향으로 유의하였고, 외국인의 비율은 부(-)의 방향으로 유의하였다. 본 연구는 공여행위자로서 지방정부의 원조배분에 관한 후속논의의 토대를 구축하였다는 점에서 의의가 있다.

Abstract

The purpose of this study is to empirically analyze the major determinants ofKorean local governments' official development assistance(ODA) allocation. One ofthe main characteristics of Korea's ODA is the emergence of new aid-providingagencies and their expanding role. Despite concerns over aid fragmentation, therole of Korea's local governments in foreign assistance has been steadilyincreasing. Nevertheless, there have been very few empirical research on localgovernments' aid allocation while most works have been rather descriptive andnormative. In this regard, this study aims to empirically examine the factorsaffecting the involvement of local governments in aid activities with a focus onhow they respond to globalization and the extent to which the locality isglobalized. The result shows that the existence of globalization-related localregulations and the amount of outward foreign direct investment positivelyinfluence the size of aid extended by local governments in Korea. Meanwhile, theratio of foreign residents to the total population in the locality negatively affectsthe local governments' contribution to aid programs. This study contributes to theexisting literature by examining the determinants of aid activities by localgovernments and providing a basis for further research.
