Abstract

The government's Digital Platform Government Committee was launched in 2022 with the aim of transforming the way of working based on digital technology and becoming a new driving force for national growth. This study exploratively examines the significance of the bureaucratic reform of the DPL government in light of bureaucratic theory and digital transformation. First of all, from the perspective of bureaucratic reform, the digital platform government is expected to help innovate the problems of the real bureaucracy. In addition, from the perspective of digital transformation, we explored whether the innovation of the digital platform government will bring a paradigm shift in the government in the long run or lead to a augmented bureaucracy. Based on the research analysis framework for evaluating digital transformation, the results predict that the performance of the digital platform government under Yoon's administration will depend on the degree of cooperation with the legislature as an external factor, and the organizational structure, human resource management, and flexible management as internal factors. It suggests that it can be a new engine for paradigm shift if ideally implemented. Based on these findings, we suggest policy implications.
