미국동포의 귀환이민 의향에 미치는 영향 요인 연구

본 연구는 해외로 나가는 우리나라의 일방적 이주 흐름이 1990년대 초부터 양방향의 유출입 흐름으로 바뀌며 귀환 재외동포가 늘기 시작하는데도 이에 대한 체계적인 정책이 없다는 문제의식에서 시작했다. 이에 따라 모국에 대한 영향력이 가장 큼에도 불구하고 제대로 인식하지 못하고 있는 미국 동포사회의 모국 귀환이민 의향에 대해 살펴보았다. 이를 위해 미국 전역의 동포를 대상으로 설문조사를 실시했다. 귀환 의향에 미치는 영향은 이론적 고찰을 통해 도출한 경제적 요인, 사회적 관계망 요인, 사회･문화적요인, 정책적 요인과 하위요인을 통해 측정했고, 분석에는 다중회귀분석 방법을 사용했다. 그 결과 미국동포의 사회적 관계망, 사회･문화적 요인의 거주국 부적응 요인과 정책적 요인의 복수국적 인식 요인이 귀환의향에 정(+)의 영향을 미치는 것으로 나타났다. 또한 미국동포는 모국의 발전을 긍정적으로 인식하고 있음에도 불구하고 고물가, 치열한 경쟁 등 부정적 요인으로 인해 귀환을 주저하는 것으로 분석됐다. 이는 한국이 통합적 귀환동포정책 수립과 인구문제의 부분적 해결 등을 위해 미국동포를 비롯한 재외동포의 과감한 수용을 포함한 효능감 있는 재외동포정책 수립을 검토할 필요성이 높아졌음을 시사한다. 이에 따라 체감되는 동포정책 수립, 한글 및 역사문화 교육의 지속적 확대, 재외동포 청소년교류사업의 파격적 확대, 글로벌한민족경제네트워크 활성화, 미국동포 귀환 정착 프로그램의 시행을 검토해 볼 것을 제언한다.
Abstract
This study began with the awareness of the problem that Korea's one-way migration flow overseas changed to a two-way inflow and outflow from the early 1990s, and that there was no systematic policy to deal with the growing number of returning overseas Koreans. Accordingly, the research was conducted to look into the inclination of Korean Americans to return to the Republic of Korea, which is not properly recognized despite having the greatest influence on their motherland. To this end, a survey was conducted among Korean Americans across the United States. The impact on the inclination to return to homeland was measured through economic factors, social network factors, sociocultural factors, policy factors and sub-factors derived from theoretical review of preceding research. And multiple regression analysis was adapted for hypothesis testing. As a result, it was found that Korean Americans' social network, sociocultural factors of maladjustment to the country of residence, and policy factors of dual-citizenship awareness had a positive influence on the inclination to return. In addition, despite having a positive perception of the development of home country, Korean Americans were found to be hesitant to return due to negative factors such as high prices and fierce competition. This suggests that there has been an increased need for Korea to establish an effective overseas Koreans policy that boldly accepts overseas Koreans, including Korean Americans. Because the response of that need will help to establish an integrated policy for returning overseas Koreans and partially solve the population dilemma.
