Policy Discourse and Communicative Breakdown in South Korea’s 2024 Medical School Enrollment Expansion: A Text Mining and Narrative Strategy Approach

본 논문은 2024년 의대 증원을 둘러싼 정부와 의료계의 정책 담론과 의사소통 방식을 텍스트마이닝, 담론전략, 의사소통 행위이론을 통해 파악하고 소통실패의 원인을 진단하였다. 우선, 정부와 의료계 담화문을 선별하여 빈도 분석과 토픽모델링을 수행하고양측의 핵심 담론 주장을 확인하였다. 이를 토대로 양측의 의사소통 방식을 1) 승자와패자, 2) 비용-편익구조, 3) 응축된 상징, 4) 정책대리물, 5) 과학적 확실성의 5가지 담론전략 관점에서 분석하였다. 마지막으로 하버마스의 의사소통 행위이론에 근거하여 의대 증원 의사소통이 실패한 원인을 파악하였다. 정부와 의료계의 정책소통은 불평등한참여기회 속에서 이루어졌고, 상호간에 책임을 전가하거나 회피하는 모습을 보여 담론의 진정성이 훼손되었으며, 과학적 수치와 근거를 둘러싼 갈등으로 진리성도 확보되지못하였다. 본 연구 사례는 정치적 의도성이 논증을 압도할 때, 합리적인 소통과 정책 조정이 어려워진다는 점을 보여준다. 현실의 정책 환경에서 소통의 평등한 조건을 충족하기는 쉽지 않다. 이를 감안하며 향후 정책논증 연구는 비대칭적인 권력 구조 속에서도보다 공정하고 포용적인 숙의 과정을 제도화할 수 있는 메커니즘을 모색해야 할 것이다.
Abstract
This study examines the policy discourse and communicative strategies of the South Korean government and the medical community in the context of the 2024 medical school enrollment expansion initiative. Using text mining, narrative strategy analysis, and Habermas's theory of communicative action, the study examines how communication failed between the two sides. First, two government statements and five medical community statements were selected for frequency analysis and topic modeling to identify key discourse claims. Based on these findings, the communication styles of both parties were analyzed through five dimensions of narrative strategy: (1) winners and losers, (2) cost-benefit structure, (3) condensed symbols, (4) policy surrogates, and (5) scientific certainty. Finally, the causes of communicative breakdown were examined through the lens of communicative action theory. This study demonstrates that political intent often supersedes rational discourse, thereby complicating deliberative communication and collaborative coordination. Although achieving communicative equality remains a challenge in real-world policy environments, future research must continue to explore the mechanisms through which more equitable and inclusive deliberative processes might be institutionalized.
