Abstract
The present study aims to empirically analyse the impact that shape citizens' trust in the government's use of artificial intelligence (AI). The complexity and opacity of AI presents a significant challenge for citizens in comprehending the technology directly, thereby underscoring the paramount importance of accountability and ethical considerations in government operations as fundamental pillars of trust. Consequently, the present study has developed an analytical framework grounded in trust theory, trust transfer theory and privacy calculus theory. The independent variables in the study are as follows: trust in government, perception of privacy risk, perception of public benefit, digital literacy, and perception of government AI utilisation. The dependent variable in this study is defined as trust in government AI utilisation. Furthermore, perception of government AI utilization is also used as a moderator variable. The analysis revealed that trust in government, perception of benefit, and perceptions of government AI utilisation positively influenced trust in government AI utilisation, while perception of privacy risk had a negative influence. Furthermore, the level of government AI utilisation significantly moderated the relationship between privacy risk perception and public interest perception, on the one hand, and trust in government AI, on the other. Consequently, heightened perceptions of government AI utilisation served to mitigate the adverse impact of privacy risk perception on trust, while concurrently amplifying the positive effect of public interest expectations. The findings of this study demonstrate that trust in government AI is not merely an attitude towards technology adoption but rather a complex structure involving the interaction of institutional trust, risk perception, recognition of public interest values, and policy awareness. Consequently, this study contributes to the extant body of knowledge on citizen trust from an administrative science perspective by suggesting that policy efforts such as information transparency, privacy protection, and enhancing public interest are essential for building trust when the government promotes AI policies.
