Abstract

Artificial intelligence technology is penetrating our daily lives at an unprecedented pace, and its power and influence are both alarming and threatening. In response, many governments are trying to achieve both initiative and stability in AI. However, there is currently a significant lack of research on AI technologies, and few studies have examined policy acceptance. This study aims to demonstrate how attitudes towards AI technologies shape attitudes towards the policies that regulate them. Furthermore, the role of digital literacy in this relationship is examined exploratively. The results show that expectancy and risk perception, as attitudes towards the technology, have a significant impact on support for AI regulation. Specifically, expectations had a negative effect on support for regulation, while risk perception had a positive effect. Furthermore, digital literacy had a single negative effect. Furthermore, digital literacy showed an interaction effect with expectations and risk perceptions, reinforcing the negative effect of expectations and mitigating the positive effect of risk perceptions. Based on the above findings, this study provides an opportunity to identify public attitudes toward AI technology in the Korean context and provides a blueprint for how context and values should be considered when building AI governance.
