Abstract
This study analyzed the impact of sustainable development policy literacy on public service motivation, mediated by the willingness to participate in policy-making. Previous research on sustainable development policy literacy has primarily focused on traditional and functional perspectives in the direction of sustainable development education, with a lack of studies addressing critical literacy. This study is distinct in that it extends sustainable development policy literacy to include a critical literacy perspective. Sustainable development policy literacy was classified into traditional, functional, and critical literacy as independent variables, and an empirical analysis was conducted on its impact on public service motivation mediated by the willingness to participate in policy-making. The results showed that higher levels of traditional and functional literacy were associated with increased willingness to participate in policy-making and enhanced public service motivation. In contrast, critical literacy positively influenced the willingness to participate in policy-making but did not have a significant relationship with public service motivation. Additionally, the willingness to participate in policy-making was found to significantly affect public service motivation. Therefore, the study suggests policy implications such as enhancing citizens' understanding through education, continuous information disclosure and feedback collection using sustainable development policy networks, and regular establishment of deliberative forums to improve the performance of sustainable development policies. The study's limitation lies in its focus on residents of Jeju Island rather than the entire national population, suggesting the need for future research on a national scale to increase the reliability and validity of the research findings.
