주민자치위원의 인식분석과 시사점:군포시 주민자치위원을 중심으로

읍․면․동 기능전환정책에 의하여 1999년 읍․면․동사무소에 주민자치센터가 설치되었다. 그 동안 주민자치센터의 설치에 대한 공과는 많은 학자들의 연구에서 발표되었고, 본 연구에서는 주민자치센터의 운영에 참여하고 있는 군포시의 주민자치위원들을 대상으로 설문조사를 실시하고 그들의 인식분석을 통하여 주민자치센터의 발전을 위한 시사점을 도출하고자 하였다. 인식분석결과 주민자치위원들은 대체로 주민자치위원직에 만족하고 있으며, 응답자의 50%이상이 회의참여는 물론 자원봉사․감사․프로그램 기획 등의 활동을 함께 하고 있음을 알 수 있었다. 또한 주민자치센터에 가장 필요한 프로그램으로 ‘주민자치모임 프로그램’을 지적하고 있어 이들의 주민자치에 대한 열망을 알 수 있었다. 이러한 분석결과를 통하여 다음과 같이 주민자치센터 발전을 위한 시사점을 제시하였다. 첫째, 주민자치센터의 프로그램 및 시설의 전환이 필요하다. 둘째, 주민자치센터 운영방법의 개선이다. 셋째, 주민자치위원의 교육훈련의 강화이다. 넷째, 주민자치위원의 임용방법의 개선이다. 다섯째, 주민자치위원회의 주민대표성의 강화이다.
Abstract
According to the policy of transforming Eup․Myeon․Dong functions, the local community center was established at the Eup․Myeon․Dong level in 1999 and since then, many have reported the advantages of these local community centers. After conducting a questionnaire survey on the perception of members of the Gunpo Municipal Community Center Committee involved in the local community center's activities, this paper tries to assess the policy and make suggestions for further developments. Based on this assessment, the present paper suggests the following: first, transforming the facilities and programs of the local community center; second, improving the operation of the local community center; third, improving the selection and appointment of local community center committee members; fourth, intensifying the educational training in relation to the functions of the local community center; finally, enhancing the participation and representation of citizens in the local community center committee.
