영국과 독일의 평가교육에 관한 연구 : 평가자 역량 관점

본 논문은 평가인프라의 구축 및 확충과 더불어 평가전문가 양성을 위한 체계적인 교육이 필요하다는 관점에서 평가자 역량에는 어떤 요소들이 포함되어 있으며, 이러한 역량을 배양하기 위한 영국과 독일의 평가교육은 어떤 교과내용은 중심으로 실시하고 있는 지에 대해서 분석하는 데에 그 목적이 있다. 우선적으로 영국과 독일에서 공무원을 대상으로 실시하고 있는 평가교육에 대해서 살펴보고, 평가자의 역량관점에서 평가교육의 내용을 분석하며, 이러한 분석에 근거하여 양국의 평가교육이 우리나라에 어떤 시사점을 줄 수 있는 지에 대해서도 살펴보았다. 분석결과에 따르면 영국의 평가교육은 주로 체계적인 연구역량 배양에 중점을 두고 있으나, 평가실무 역량에 대해서도 교육이 이루어지고 있다. 그러나 일반적 기술 역량과 평가전문가 자질 역량에 대한 교육은 거의 이루어지지 않고 있다. 반면에 독일의 평가교육은 체계적인 연구역량 및 일반적 기술 역량에 초점을 맞추고 있으나, 평가실무 역량과 평가전문가 자질 역량 등에 대해서도 제한적이나마 교육이 이루어지고 있다. 우리나라의 경우 공무원을 대상으로 하는 독립된 평가교육과정은 없으며, 일부 과정에 평가관련 세부과목이 단편적으로 존재하고 있다는 점에서 평가자 역량을 고려한 평가교육은 전혀 이루어지지 않고 있다고 볼 수 있다. 따라서 앞으로 평가교육을 실시할 경우에 평가자가 필요로 하는 역량이 무엇인가를 파악하여 이러한 역량의 제고에 기여할 수 있도록 교과과정이 구성되어야 할 것이다.
Abstract
The purpose of this study is to analyze the evaluation curriculum of the UK and Germany on the aspect of the evaluators' competencies. Existing research on policy evaluation focus primarily on evaluation models and individual program evaluations, so they cannot provide a systematic tool to analyze the contents of evaluation training programs nor suggest policy implications on the evaluation curriculum in Korea. To overcome these limitations, this study adopts the evaluators' competencies perspective. According to the analysis result, the evaluation training programs in the UK puts emphasis on promoting the Systematic Inquiry Competencies, while they neglect General Skills for Evaluation Practice and Evaluation Professionalism Competencies. In the case of the evaluation training programs in Germany, Systematic Inquiry Competencies and General Skills for Evaluation Practice are emphasized, while Competent Evaluation Practice and Evaluation Professionalism Competencies are neglected. From these results, this paper suggests policy implications for the evaluation training course in Korea.
