본 연구에서는 역량기반접근방법(CBC모델)을 활용하여 평가교육 교과과정을 설계하였다. 역량기반접근방법은 기존의 ISD모델과 비교해 볼 때, 업무의 수행 및 성과 향상에 초점을 두고 성과향상을 위한 역량을 기반으로 하여 교과과정을 설계한다는 데 그 의의가 있다. 이에 본 연구에서는 기존 연구과 외국 사례의 벤치마킹을 토대로 하여 평가자 역량을 도출하고 이러한 평가자 역량을 제고할 수 있는 방향으로 교과과정을 설계하였다. 평가자 역량은 평가지향적 활동 역량, 체계적 연구역량, 평가 실무역량, 기술역량, 평가자 가치역량으로 구성할 수 있다. 이에 5개 역량 분야를 중심으로 평가교육 교과과정의 교육내용과 교과목을 선정하였다. 선정된 교과목을 중심으로 세부학습주제를 모듈화하여 각각의 역량을 제고할 수 있는 방향으로 교육체계도(로드맵)를 구성하였다. 차후에 본 연구에서 제시된 평가교육 교과과정에 대한 검증이 이루어져야 할 것이다.
Abstract
The purpose of this study is to design an evaluation curriculum for the public sector using the Competency-Based Curriculum (CBC). Compared with the ISD models in the existing studies, the CBC models focus on performance and personal competencies, so they can suggest a desirable curriculum to improve performance. First, this study induced the following list of evaluators' competencies from literature surveys and benchmarks: the ability to perform evaluation-oriented activities, systematic inquiry, and competent evaluation practices, along with general skills for evaluation practice and evaluation professionalism. Second, this study designed an evaluation curriculum in order to promote these competencies. The specific subjects, modules, and road maps for the whole curriculum is presented. Empirical inspections on this evaluation curriculum is required in the future.
