Abstract
The purpose of this paper is to analysis the relationship between local economic development of 16 cities and local government expenditure of Korea over the period of 1970 to 2010. According to the result, it turned out that it is incomplete time-series data for there is a unit root between those two variables. Therefore we used the co-integration test. We used VECM because two variables has cointegration. From the result of VECM, two variables has relationship for long and short term. Epecially in panel Granger Causality Test, it shows they have effect on each other. It tells us that Wqagner's Law and the Keynesian view are appropriate on the advanced researches.
