거버넌스 체제에서 공무원 노동조합의 역할 가능성 탐색 : 중앙･지방 공무원의 거버넌스 인식 구조분석을 중심으로

초록

거버넌스 체제와 공무원노동조합의 관계를 상호 긍정적인 영향을 미치는 관계로 설정하고 거버넌스 체제에서의 공무원노동조합의 역할 가능성을 탐색하기 위해 중앙과 지방공무원을 대상으로 실증조사를 실시하였다. 조사된 자료로 공무원노동조합 가입여부에 따른 거버넌스 인식의 차이와 인식요인들 간의 관계구조 및 영향력의 크기를 잠재평균분석과 구조회귀모형을 활용하여 분석하였다. 분석에 활용된 외생잠재변수로 거버넌스 이해도, 시민단체 경험, 거버넌스 교육 및 간접경험, NGO에 대한 사회화, 개방적 조직문화, 조직환경에 대한 대응자세, 조직개혁정도, 기관장 리더십를 선정하였다. 내생잠재변수는 거버넌스 효과인정, 거버넌스 지지도, 공무원의 역할인식, 거버넌스 체제에서의 책임감과 수용자세를 선정하였다. 분석결과, 공무원노동조합 가입여부에 따른 거버넌스에 대한 인식의 차이는 전반적으로 낮게 나타났다. 그러나 공무원노동조합 가입집단의 주요 영향요인이 외부환경과의 관계가 중시되는 조직환경 대응자세와 개방적 조직문화 그리고 시민사회단체에 대한 교육과 간접경험이 주요 영향요인인 것으로 나타났다. 따라서 공무원노동조합이 지역사회 및 시민사회단체와의 연대와 협력을 통해 노동조합의 자기목적 달성과 거버넌스 체제 내에서의 성공적인 역할수행 가능성을 확인할 수 있었다.

Abstract

This paper is to survey central and local public servants in order to inquire the role possibilities of public officials’ labor unions in governance system on the assumption that the governance system and the public officials’ labor unions are of the positive influence to each other. And the data gathered were analyzed not only into the recognition difference of public servants but also into the relation structure between these recognition factors and the influence degree of these recognition factors according as whether public servants joined the union or not, by using latent mean analysis and structural regression model. The exogenous latent variables used in the analysis are the following: 1) the governance understanding degree, 2) the NGO experience, 3) the governance education or indirect experience, 4) the socialization about NGO, 5) the openness of organizational culture, 6) the corresponding attitude about organizational environments, 7) the degree of the organizational reform, 8) the leadership of the chief of an organization. And the endogenous latent variables used in this anaysis are the following: 1) the understanding level of the governance system effectiveness, 2) the supporting extent of the governance system, 3) the awareness of the public servant's role in the governance system and the obligation and acceptance attitude of governance system. As a result of the analysis, the differences in recognition between public servants were revealed to be generally low, irrespective of whether the public servants joined the union or not. But the important influence factors of the union-entered-group are as follows: the corresponding attitude about organizational environments, the openness of organizational culture, and the governance education or indirect experience. Therefore, it is ascertained that the public officials’ labor unions successfully attain self-imposed goals and perform its roles in governance system through the solidarity and the collaboration with local society and NGO.
