정책네트워크 관점에서 서울시 친환경 무상급식 갈등 분석

친환경 무상급식 이슈는 2010년 지방선거로부터 2년간 복지정책 논쟁의 대표사례로 꼽히고 있다. 본 연구의 목적은 친환경 무상급식의 정책결정 과정에서 나타난 보수와 진보 등 양대 행위자들의 갈등을 정책 네트워크 관점에서 질적으로 분석하여 정책적 시사점을 도출하는데 있다. 분석결과, 친환경 농산품 이해관계자를 중심으로 한 시민단체의 식자재 지원요청이 무상급식 갈등의 시발점이 되었다. 학교급식 재원부담 규정의 불명확과 2010년 지방선거, 2012년 대선을 앞두고 정치 쟁점화로 이어지면서 다양한 정책행위자들이 각각 협력적 관계를 수평적으로 확대해 갔다. 지방선거와 주민투표 등을 거치며 상대측과는 갈등적 상호작용이 강화되었다. 시민단체가 정치인과 결합할 때 어떤 조건 혹은 어떤 상호작용이 있었는지를 구체적으로 밝히지 못했으나, 이해관계자가 시민단체에 참여하여 상호작용 과정에 정치적 결합이 이루어져 갈등이 커졌을 때 해결방안 마련 차원에서 제도적 장치가 필요하다는 점을 시사점으로 도출하였다. 본 연구결과는 앞으로 복지정책이나 또 다른 정책을 결정하는 과정에 있어 행위자를 분석하고 행위자간의 상호작용과 네트워크 구조를 분석하는 프로세스를 통해 효과적 성과를 내는데 활용될 것으로 기대된다.
Abstract
‘Free school meal’ has been a hot welfare policy issue since 2010. On the issue, the ‘conservatives’ and ‘progressives’ fiercely fought each other, and it triggered discussions about welfare expansion. The purpose of this study is to analyze the policy process of conflict of free school meal and find policy implications. The result of this analysis shows that the NGO is powerful policy actor and the important member of the NGO is a stakeholder of school meal as food provider, tied-up with politicians. The solution for the conflict was a referendum and voting for election of Seoul M. Government mayor. In spite of the efforts, they are not effective to solve the problem. Lastly, it is necessary to find new solution for negotiation system when politicians do not reach an agreement. The limitation of this paper is lacked to prove the connection or interaction with politician - the NGO. But It could be useful to analyze policy process, policy actors, interaction, and network structure.
