선별주의와 보편주의를 둘러싼 지방복지정책의 갈등 분석 : 서울특별시 무상급식정책을 중심으로

본 연구의 목적은 서울특별시 무상급식정책에 참여하는 조직 등을 선별주의와 보편주의 지지연합으로 각각 구분한 후, 시기별로 참여자의 성격을 기준으로 하여 정책갈등의 유형과 그 요인을 고찰하고, 이를 근거로 정책적 추진방향 등 제 시사점을 도출하는데 있다. 분석 결과, 시발기의 정책갈등 유형은 제도-제도적 참여자간 갈등이고, 요인은 목표의 비양립성, 제한된 자원경쟁, 상호의존성으로 나타났다. 과도기의 유형은 혼합-혼합적 참여자간 갈등이고, 요인은 목표의 비양립성, 제한된 자원경쟁으로 도출되었다. 그리고 확정기의 유형은 제도-혼합적 참여자간 갈등, 요인은 목표의 비양립성, 제한된 자원경쟁으로 나타났다. 이를 통한 시사점으로는 첫째, 정책갈등의 요인에 근거해서 지방자치단체정책중재위원회의 설치가 필요하다는 것이다. 둘째, 정책과정에 있어서 비제도권이 높은 수준으로 참여하고 있다는 점이다. 셋째, 시기별로 시작하는 사건인 촉발기제와 마무리하는 사건인 정책산출이 일치할 수 있다는 것이다. 넷째, 정도의 차이만 있을 뿐 복지정책은 선별주의에서 보편주의로 전환되고 있다는 점이다. 다섯째, 특정집단에 의해 일방향으로 주도되는 정책은 시민의 반감으로 이어질 수 있다는 것이다. 여섯째, 복잡한 정책과정도 시작, 상호작용, 마무리 등의 명확한 경계가 있다는 점 등이다.
Abstract
The purpose of this study is to find types, factors, and implications of the free school meals policy of Seoul surrounding selectivism and universalism. According to the analysis, types and factors of the starting period appears with conflict of institutional-institutional participant and imbalance of goal, restrictive resource competition, mutual dependency. types and factors of the transitional period appears with conflict of mixed-mixed participant and imbalance of goal, restrictive resource competition. And types and factors of the fixed period appears with conflict of institutional-mixed participant and imbalance of goal, restrictive resource competition. Meanwhile, implications by the process are necessity about installation of local autonomous entity policy mediation committee, nonsystem participant of high standard, unity of triggering mechanism and policy output, changeover from selectivism to universalism, hostility existence by uni-direction, definite boundary existence of complex policy process, etc. Generally, free school meals policy conflict between selectivism advocacy coalition and universalism advocacy coalition draws conflict types, factors, and implications.
