거래비용 요인이 지방정부의 정책도입에 미치는 영향분석

초록

본 연구는 한국 지방정부의 정책도입에 거래비용이 미치는 영향을 실증적으로 분석하였다. 최근 공공부문과 민간부문의 협력이 증가함에 따라, 공공부문과 민간부문의 상호작용과정에서 발생하는 거래비용이 양자간 계약의 중요한 요인이 되었다. 따라서 거래비용이지방정부의 정책도입에 어떤 작용을 하는지 분석할 필요가 있다. 본 연구는 실증분석을 위해 재정적 요인, 정치적 요인, 인접정부 요인, 수요 요인을 기본 모형으로 설정하고, 거래비용 요인을 포함하였다. 분석결과, 거래비용 요인 중 영리사업자 비율이 모든 모형에서유의미한 변수로 확인되었다. 또한 거래비용을 분석에 포함하여도 기본모형에서 유의미한변수들과 큰 차이가 나타나지 않았다. 이러한 결과는 기존 요인들이 여전히 지방정부의 정책도입에 영향을 미치면서 거래비용 요인이 추가적으로 지방정부의 정책도입에 영향을 미친다는 것을 의미한다. 거래비용 외에 지방정부의 정책도입에 영향을 미치는 요인으로는재정적 요인, 정치적 요인, 그리고 인접정부 요인이 확인되었다.

Abstract

This article attempts to analyze the effect of transaction cost that affect Korean local government's policy adoption. In recent, local government attempts to cooperate with local private sector in order to provide public services. In the process of cooperation, interaction between local public sector and private sector causes transaction cost. This transaction cost is important to policy adoption. Therefore, this article analyzes the role of transaction cost on policy adoption. A basic empirical model includes financial factor, political factor,neighbor government factor, and demand factor. After an analysis of basic model, the model including transaction cost is analyzed. The result of analysis reveal that transaction cost factor has a significant effect on policy adoption. And other factors have similar effects on policy adoption comparing with basic model: financial factor, political factor, and neighbor government factor. This result means that local government considers transaction cost to provide public services.
