ʻ행복에도 불평등이 존재하는가ʼ라는 다소 도발적인 질문을 던지며, 본 연구는 과거의 생산중심에서 강조하였던 소득분배 및 불평등에서 해소에서 행복분배 및 불평등의 해소로 관점을 집중할 필요가 있음을 확인하고 이러한 차이가 실제로 나타나는지 서울시 자치구를 중심으로 경험연구를 수행하고자 하였다. 분석결과, 우선 행복불평등과 소득불평등 간의 상관관계 분석에서는 통계적 유의성을 확인하지 못하였다. 이러한 분석결과는 일반적으로 소득불평등과 행복불평등 간의 상관성은 확인되지 않았다는 Stevenson and Wolfers(2008)와 Becchetti, Massari, & Naticchioni(2011)의 연구결과를 일견 지지하였으나 행복불평등의 상위 자치구들에서 소득불평등 순위가 높게 나타났기에 이 소수사례들에 대한 심층연구가 더 필요함을 인지하였다. 둘째, 소득불평등의 격차에 비해 행복불평등의 격차가 더 큰 차이를 보이고 있었다. 이러한 결과는 서울시의 경우 소득으로 인한 개선보다 행복과 관련된 요소들을 확인하고 개선시키는 것이 더 시급한 것일 수도 있음을 보여준다. 셋째, 본 연구는 다른 연구와 달리 국가간 연구가 아닌 국가 내 지역의 비교 연구로 다루었고 그들의 행복불평등 격차를 확인하였다는 점에서 의의가 있었다. 특히, 서울시 내의 자치구 내에서도 행복불평등은 존재하고 있었을 뿐 아니라 그 차이가 다소 컸음을 확인함으로써 각 지자체 및 시도 단위에서는 지역내의 기초자치단체의 소득불평등 뿐 아니라 행복불평등을 평가하고 그에 맞춰 대응할 수 있는 시스템을 갖춰야 한다는 정책적 함의를 제시할 수 있었다.
Abstract
Throwing a buzzword whether happiness’s inequality exists, this study confirms that there is a need to focus the view to distribute happiness instead of income distribution and inequality in who emphasized in the past. Especially, we tried to find these differences on Seoul Metropolitan. Using samples from the Seoul Survey, firstly, this study found that income inequalities is uncorrelated with happiness inequalities of Seoul citizens, with the divides appearing geographically among the 25 “Gu” areas. Secondly, the gaps of inequalities are larger happiness than income. This results suggest that it may be more urgent to identify and improve the factors related to happiness instead of improved earnings in the the case of Seoul Metropolitan.
