서울시민의 행복과 사회자본 관계 분석: 행복한 시민, 따뜻한 지역공동체

초록

본 연구의 목적은 행복과 사회자본 간의 관계, 수준, 패턴을 진단함으로써 주관적 안녕과 간주관적 안녕 간의 선순환을 유도할 수 있는 정책 방향을 제안하는 것이다. 이를 위해 2005년부터 2012년까지 조사된 서울 서베이 자료를 활용하여 분석하였다. 본 연구를 통해 분석된 내용은 다음과 같다. 첫째, 행복, 관용, 신뢰 간의 긍정적 상관성이 있으며 재산 수준과는 무관하게 작동하는 것으로 보인다. 둘째, 행복 수준은 2005년 이후 급격히 향상되었고 개인 간 행복 격차는 감소하는 방향으로 발전하고 있다. 셋째, 관용 수준은 정체되어 있으나 사회적 약자의 유형에 따른 차별적 배려에서 포괄적 배려로 전환되고 있는 것으로 나타났다. 넷째, 이웃에 대한 신뢰 수준과 다른 나라 사람에 대한 신뢰 수준이 낮아져 마을공동체와 글로벌 공동체 의식을 함께 키워야 할 것으로 보인다. 현재 서울시에서 시행하고 있는 공동체, 사회안전 분야의 다양한 사업들이 장기적 성과로 안착되기 위해서는 개인의 행복과 사회자본 간의 연결고리를 고민해야 할 것이다.

Abstract

The purpose of this study is to explore the levels, patterns and relations between personal happiness and community social capital. We examined the relations between happiness and social capital while analyzing the data obtained from the Seoul Survey, a pooled cross-sectional dataset from 2005 to 2012. The results are as follows. First, we found positive correlations among individual happiness, tolerance, and trust, and these positive correlations are less to do with the level of community wealth. Second, the results showed that the average level of happiness of the citizens in Seoul has rapidly increased after 2005, and the variance among citizens has decreased, which reflects an interesting fact that people are happier on average and they feel in a similar way more than ever before. Third, the level of tolerance remained stagnant without much change over the past eight years. In addition, we observed a shift towards comprehensive consideration of disadvantaged people and a shift away from discrimination according to the type of underprivileged population. Fourth, the level of trust in neighbors and foreigners has declined over time, underlining the need to foster the awareness of global community as well local integration. The connection between personal happiness and community social capital may deserve further attention in order to develop more comprehensive policies to induce a virtuous cycle between subjective well-being and inter-subjective well-being.
